To keep pace with Europe’s economic development, the European Commission in part of the 2014-2020 financial framework adopted a number of programs to stimulate employment, growth and investment in the European Union. These funds are available through public tenders issued by the competent ministries.

PROCUREMENT PROCEDURE FOR PERSONS NOT OBLIGED TO PUBLIC PROCUREMENT LAW (NOJN)

Procurement for persons not obliged to public procurement law is the procurement of goods, services and works financed by EU funds for the beneficiaries not obliged to the Public Procurement Act.

Persons not obliged to the Public Procurement Act are legal persons and craftsman who, in accordance with the directives of the Public Procurement Act, or in accordance with directives of the Law in force at the time of the beginning of the procurement procedure (call for offer or Publication of the Procurement Notice is considered to be the beginning of the procurement procedure), are not obliged to Public Procurement Act.

The service refers to drafting and preparing all procurement documentation for persons not obliged to public procurement law in accordance with applicable regulations and annexes of the competent authorities.

PUBLIC PROCUREMENT

Public procurement is the procurement of goods, services and works by government bodies, local governments and public institutions. It is defined by the Law on Public Procurement and rules must be followed when drafting procurement documents, evaluating tenders and other related work.
